Air Conditioning in ALL Baltimore County Schools
As a Member of the Board of Public Works -- which approves public school construction funding -- Comptroller Franchot believes strongly in providing students with the most productive learning environments possible. He recognizes that even modest facility improvements can yield considerable, positive effects on a child's morale and academic performance.
Recently, he was disturbed to learn that barely half of the schools in Baltimore County have air conditioning - a clear health and safety risk for our young people, their teachers and school staff. With temperatures that can reach near 100 degrees at the critical start and end of the school year, the Comptroller firmly believes that air conditioning should not be considered a luxury in the nation's top-rated public school system.
In order to ensure that all students have the opportunity to learn in safe and reasonable conditions, he has launched a petition drive to rally support for air conditioning in all 173 schools in Baltimore County.

We, the undersigned, recognize that students in a comfortable and healthy learning environment perform better academically. Additionally, we believe that teachers and staff feel valued and create a positive learning experience in the classroom if they can work in a climate-controlled facility.
It is for these reasons that we, as Baltimore County families, taxpayers and students, call upon Baltimore County education officials to take all necessary steps to fund the installation of air conditioning in all of Baltimore County's public schools.
