Board of Public Works

The Board of Public Works is Maryland’s highest administrative body and is tasked with approving or denying the bulk of how our taxpayer dollars are spent.

Comptroller Brooke E. Lierman serves as one of three members of the Board of Public Works, which also includes Governor Wes Moore and State Treasurer Dereck Davis. The Board of Public Works is responsible for approving billions of dollars in annual State spending (approximately $200 million every other week), overseeing the issuance of bonds, and acquiring and transferring State property. Additional responsibilities of the Board of Public Works include adopting procurement regulations, supervising procurement policy implementation, and approving the issuance of tidal wetlands licenses.

Procurement Improvement Council (PIC) – The PIC, comprised of 22 members representing various state agencies, local government, the Maryland General Assembly, minority-owned businesses, and the public, is responsible for identifying issues within the procurement process and recommending improvements. Meetings are held quarterly and instructions on how to access the meeting agendas and minutes can be found on the PIC homepage. The Comptroller joined this Council in 2023.
